Russia likely to continue damaging Baltic Sea communication lines, Finnish intelligence warns

Finnish military intelligence warned Thursday that Russia is likely to continue targeting critical undersea communication infrastructure in the Baltic Sea.

In its latest security review, the intelligence service said Russia retains a significant ability to use civilian and state-linked vessels operating in the Baltic Sea for intelligence gathering and disrupting undersea cables, according to public broadcaster YLE.

Finnish intelligence also assessed that there is no immediate military threat to Finland, noting that Russian forces remain heavily engaged in the war in Ukraine.

However, it cautioned that the security outlook could change if Russia succeeds in rebuilding or expanding its military capabilities in the future.

The warning comes amid a series of undersea cable disruptions in the Baltic Sea, where multiple telecommunications and power links were damaged in 2025, continuing a pattern that began escalating in late 2024.

Most of the incidents involved fiber-optic data cables, although some power interconnectors were also affected, raising concern among regional governments over possible sabotage and hybrid warfare tactics.
