Ukrainian President Volodymyr Zelenskyy on Wednesday outlined a 20-point peace plan to end the Russia-Ukraine war, including EU membership and NATO's Article 5-like security guarantees for Kyiv.

Zelenskyy provided details on the revised draft document discussed by Ukraine and the US over the weekend in the US state of Florida during a briefing with journalists, saying it is a framework that largely reflects a joint position by Kyiv and Washington, though some issues still need to be addressed.

According to the details, summarized by state news agency Ukrinform, key provisions of the document include reaffirming Kyiv's sovereignty and non-aggression between Russia and Ukraine, backed by monitoring mechanisms that oversee the line of contact.

Ukraine would maintain an 800,000-strong military and receive NATO's Article 5-like security guarantees from the US, NATO, and signatory European countries, with Russia committing to legislate non-aggression toward Europe.

The plan further envisions Ukraine's EU membership within a defined timeframe and the acceleration of negotiations on a free trade agreement with the US, as well as the establishment of several funds aiming to mobilize $800 billion for the country's recovery.

It also noted that Ukraine will confirm remaining a non-nuclear state in accordance with the Non-Proliferation Treaty (NPT), and that the US proposed the Zaporizhzhia Nuclear Power Plant, which has been under Russian control since March 2022, be jointly operated by Kyiv, Moscow, and Washington.

According to the report, the Ukrainian president said during the briefing that this issue still requires agreement, alongside the issue of territorial arrangements.

A final decision on territorial issues could be made at the level of leaders, and once future territorial arrangements are agreed upon, both Russia and Ukraine will commit not to alter them by force.

Under the plan, Russia is demanded to refrain from obstructing Ukraine’s use of the Dnieper River and the Black Sea for commercial purposes, and that a separate deal will be concluded on freedom of navigation and transport, as part of which the Kinburn Spit will be demilitarized.

Both countries will commit to implementing educational programs in schools and society at large for, among other matters, promoting cultural understanding and tolerance, based on the deal, and that a humanitarian committee will be established to address unresolved issues, including regarding prisoner swaps.

Ukraine must hold elections as soon as possible after the deal is signed as well, and the agreement will be legally binding, with its implementation to be monitored and guaranteed by a Peace Council chaired by US President Donald Trump.

A full ceasefire will immediately take effect once all parties agree to the document.

Summing up details on the document, Zelenskyy said that Kyiv expects to hear Moscow's response to the draft document later on Wednesday, going on to express readiness for a meeting with Trump to "resolve sensitive issues."

He noted that other documents necessary to end the nearly four-year war have also been prepared in addition to the framework document.

The Ukrainian president also stated that the restoration of the Kakhovka Dam, which was destroyed in June 2023, would require €2 billion ($2.3 billion).

Commenting on the draft 20-point plan outlined by Zelenskyy, Kremlin spokesman Dmitry Peskov reaffirmed Russia's stance on not communicating on the issue through the media.

"We now intend to formulate our future position based on the information received by the head of state (President Vladimir Putin) and continue our contacts in the very near future through the existing channels that are currently operating," he added on Moscow's steps following Russia-US talks in Florida over the weekend.
