EU sets new safeguards for European political parties to counter foreign interference

BRUSSELS

The EU Council on Monday gave final approval to revised rules governing the statute and funding of European political parties and political foundations, in a move aimed at strengthening transparency and bolstering the bloc's defenses against foreign interference.

According to an EU statement, the updated regulation will improve financial oversight, limit the influence of external actors, reduce administrative burdens, and increase the visibility of European political parties ahead of future EU elections.

The new law significantly tightens restrictions aimed at preventing non-EU actors from exerting political influence within the bloc.

The regulation imposes limitations on newly created categories of "associated member parties" and "associated member organizations," restricting their voting rights and prohibiting them from paying membership fees if they are based outside the EU.

The EU Council said the aim is to close existing loopholes that could allow political financing or strategic coordination from third countries.

The measures come amid ongoing concerns over alleged attempts by Russia to covertly influence political debates and support sympathetic parties across Europe, allegations that Moscow has repeatedly denied.

EU officials said the revised framework is designed to reduce the risk of "foreign manipulation," particularly through financial channels, informal cooperation structures or coordinated campaigns that could amplify disinformation.

Under the new rules, European political parties and foundations will be required to submit written declarations confirming that they and their members comply with EU values. A new declaration must be issued every time a party changes its membership structure.
