ISTANBUL

An Albanian actress filed a lawsuit this week seeking to halt the use of her image and voice in the creation of the country’s first artificial intelligence-generated minister, Diella, according to Albanian media.

Anila Bisha petitioned Tirana Administrative Court of First Instance to impose an interim measure suspending the use of her personal data in connection with the digital official, who was appointed last fall as Albania’s minister for artificial intelligence.

According to court documents reported by News24 and BalkanWeb, Bisha requested “the securing of the claim” by ordering the relevant third party to stop using her image and voice in the creation of the AI minister’s avatar until the conclusion of legal proceedings.

In her filing, Bisha argues that her original contract permitted the use of her image solely for services related to the government’s e-Albania platform. She says she was neither consulted nor offered a new agreement when the digital character was elevated to ministerial status.

The actress claims that the continued use and patenting of the Diella avatar infringes on her copyright and effectively deprives her of control over her own voice and image.

In the request for interim relief, Bisha maintains that the actions of the third party are causing her "great, immediate and irreversible damage." The court has not yet issued a ruling on the suspension request.

Diella was appointed as Albania’s first AI-powered minister on Sept. 11, 2025, in the government formed after the May 2025 general election. Prime Minister Edi Rama said she would oversee public procurement as part of anti-corruption efforts.
