Tubitak signs 8 defense cooperation deals with Turkish firms, institutions at IDEF 2025
Key agreements signed between Tubitak, Havelsan, Asfat, SAHA Istanbul, METU

ISTANBUL
The Scientific and Technological Research Council of Türkiye (Tubitak) signed eight new important cooperation deals at the International Defense Industry Fair (IDEF) 2025 in Istanbul.
The first four agreements were signed between Tubitak’s Informatics and Information Security Advanced Technologies Research Center (BILGEM) and are the Turkish Armed Forces (TAF) Cloud Computing System Project Phase-1 Safir Cloud Integration and Multi-Cloud Platform Development Agreement, the TAF Cloud Computing System Project Phase-1 Technical Support Service Procurement Agreement, the TAF Cloud Computing System Project Phase-1 Ethernet Crypto Device Development Agreement, and the Port Product Promotion and Marketing Cooperation Agreement.
"We will provide the cloud software infrastructure of the Turkish Armed Forces," said Tubitak Bilgem Director Ali Gorcin.
The fifth cooperation agreement was signed between Tubitak Marmara Research Center and Havelsan for joint R&D and commercialization in defense, space materials and climate change technologies.
A Memorandum of Understanding (MoU) was signed between Tubitak’s Defense Industry Research and Development Institute and the state-owned defense contractor Asfat to produce a Gokce-83 guidance kit compatible with the MK-83 air bomb. Another MoU between Tubitak Bilgem and Asfat focuses on the TF-2000 air defense warfare destroyer project.
These agreements will extend the range of the Gokce-83 guidance kit for armed UAVs from 10 to 20 kilometers (6 to 12 miles) and for fighter jets from 25 to 40 kilometers (16 to 25 miles).
The final agreements were signed between Tubitak, SAHA Istanbul, and Middle East Technical University (METU) for the “SAHA MBA - METU Graduate Program Protocol of Intent.”
The signing ceremonies were attended by Türkiye’s Industry and Technology Minister Fatih Kacir.
The 17th edition of the six-day IDEF defense fair, which started Tuesday, is being held simultaneously at the Istanbul Fair Center, Ataturk Airport, WOW Hotel, and Atakoy Marina.
