The European Union has laid out a framework to facilitate humanitarian aid entry into Gaza, but it remains only "partially implemented" due to challenges in ensuring safe and organized distribution, EU Commissioner for the Mediterranean Dubravka Suica said Monday.

Speaking at a high-level UN conference on the two-state solution at UN headquarters in New York, Suica said: "We expect Israel to deliver on agreement, which is not the case at the moment."

On July 10, the EU and Israel agreed on a series of urgent humanitarian measures, including boosting the number of aid trucks, opening new crossings, and resuming aid routes through Jordan and Egypt to improve the situation in Gaza.

Suica emphasized the urgent need for a "conditional and multidimensional actionable peace-supporting package," which would be rolled out immediately after a negotiated two-state solution grounded in international law.

"Support to the Palestinian Authority is key," she stressed, adding that the EU is already the largest provider of assistance to the authority.

"We are keeping the Palestinian Authority from financial collapse, and we have stepped up our engagement to reach a ceasefire and improve access for humanitarian support," she said.

The commissioner reiterated the bloc's full support for a two-state solution, saying: "We are fully committed to achieving lasting peace in the region and supportive in accordance with the international law of the two-state solution. We want to see Israel and Palestine living side by side in peace and security within recognized borders."

Suica also stressed the importance of a regional security architecture that respects both Israeli security concerns and Palestinian sovereignty, and urged the activation of a follow-up mechanism for peace efforts, highlighting the Global Alliance for the Implementation of the Two-State Solution.
