France to self-finance Rafale F5 after UAE exits funding talks: Report

ISTANBUL

France will finance the development of its next-generation Rafale F5 fighter jet on its own after the United Arab Emirates withdrew from a proposed funding arrangement, French daily La Tribune reported Thursday.

Paris had initially sought financial participation from Abu Dhabi in the advanced fighter program, estimated at around €5 billion ($5.7 billion), with the UAE expected to contribute up to €3.5 billion ($4.03 billion).

Negotiations broke down in late 2025, with tensions reportedly emerging during French President Emmanuel Macron’s visit to Abu Dhabi.

As a result, France’s Defense Ministry will now assume the full cost of the Rafale F5 program under an updated military programming law expected to be reviewed by the Council of Ministers in early April.

The loss of Emirati funding is expected to put additional strain on France’s defense budget, potentially delaying upgrades and deliveries linked to the F5 standard.

A source within the French Armed Forces described the approach as effectively spreading costs over time, a common method for managing budget constraints.

Despite the setback, defense ties between France and the UAE have reportedly stabilized in recent weeks amid heightened regional tensions and French military support to Gulf partners, including assistance in countering drone threats.

The Rafale F5 is envisioned as a major upgrade to France’s flagship fighter jet, incorporating advanced technologies to enhance combat capabilities in increasingly complex, high-intensity conflict environments.
