After Saturday's victory, Serbia is a step away from advancing to League B.
Goals for Serbia were scored by Adem Ljajic in the 30th minute and Aleksandar Mitrovic in the 32nd minute, while Montenegro's goal was scored by Stefan Mugosa in the 70th minute.
Aleksandar Mitrovic missed the penalty in the 38th minute for Serbia.
Serbia is now first in the group with 11 points, while Montenegro has 7, Romania has 6, and Lithuania has none. Romania and Lithuania play tonight.
Later on Tuesday, Serbia is set to face Lithuania, and Montenegro will face Romania.
If Serbia wins against Lithuania on Tuesday, the leader of the group will advance to League B.
Meanwhile, Lithuania needs at least two wins to avoid relegation to League D as they have no points in the league.
Later Saturday Romania faces Lithuania.
Montenegro will face Romania on Tuesday.
The Serbia-Montenegro match was attended by Serbian Defense Minister Aleksandar Vulin, Montenegro Football Association head Dejan Savicevic, and legendary player Predrag Mijatovic.
There were over 15,000 spectators in the stadium.
