ISTANBUL
Azerbaijan's parliament on Thursday approved a memorandum of understanding (MoU) to strengthen mutual military security with Türkiye, formalizing a defense agreement signed earlier this year by the two countries' defense ministries.
The Milli Majlis adopted the decision in line with Article 95 of the Constitution of Azerbaijan, the presidency said in a statement, citing the text of the law released after the vote.
The memorandum, signed in Istanbul on July 22, 2025, covers cooperation between the two countries and aims to strengthen mutual military security, the statement said.
Lawmakers said the approval gives the agreement legal force under national legislation, enabling the implementation of its provisions through institutional cooperation mechanisms.
