ISTANBUL

Kazakhstan’s President Kassym-Jomart Tokayev proposed establishing the position of vice president and transitioning the country to a single-chamber parliament to stabilize the political system.

"It is not for nothing that people say – everything has its time. I believe that such a time has come," Tokayev was quoted as saying by the Akorda presidential press service. "We are talking about the establishment of the institution of the Vice President of the Republic of Kazakhstan and its corresponding consolidation in the Constitution."

Speaking at the national assembly in the city of Kyzylorda, the president explained that the head of state would appoint the vice president with the parliament's consent.

Tokayev noted that he would define the vice president's authority, which is expected to include representing the country at international forums and executing specific presidential instructions.

The president emphasized that this new position would clarify the power hierarchy without weakening the presidency, asserting that Kazakhstan will continue to develop as a presidential republic.

Tokayev also claimed there is public support for a single-chamber parliament and proposed naming the new legislative body "Kurultai (Assembly)."

He suggested limiting the number of seats to 145, with lawmakers elected for five-year terms, arguing that a single chamber would work more efficiently.

While advocating for a proportional electoral system to strengthen political parties, Tokayev stressed the need to retain a majoritarian system in the regions to ensure local interests are represented.
