ANKARA
Turkey's EU Minister and Chief Negotiator Egemen Bagis said that they always stressed the importance of opening minds and winning hearts rather than opening chapters to talks in the EU process.
Speaking to reporters while attending the national day reception of Norway in Turkish capital of Ankara on Wednesday, Egemen Bagis said that the 'positive agenda' should be perceived as the European Commission's realization of the point that Turkey had announced previously.
The 'positive agenda', which will begin on Thursday, carries many different dimensions. This is a project proposed by the European Commission in reaction to certain countries who try to block Turkey's negotiations process and the opening of chapters, Bagis stressed.
