At least 17 people were killed, and another 28 wounded, when a minibus carrying agricultural workers turned over in the Yalvac district of the western Isparta province on Friday.
Initial reports said the accident happened when the brakes failed and it flipped over, Yalvac's provincial governor said.
One of the victim's relatives claimed that the bus driver was fined 5,000 Turkish lira (approx. $2300) two days earlier.
"Why did the driver take so many people on a 20-passenger bus?" she asked.
According to the governor of Konya province, Muammer Erol, two minibuses were carrying agricultural workers and, after passing the gendarmerie control, passengers from one of the buses boarded the other.
