ANKARA (AA) - Council of State President Huseyin Karakullukcu has said, holding a referendum on Taksim Gezi Park in Istanbul was more of a voting to voice people's demands and wishes, and a referendum could not prevail court's ruling.
Speaking at a press conference, chair of highest adminisrative court in Turkey said conditions to hold a referendum was certain upon a question if it was possible to hold a referendum following Istanbul's Administration Court's ruling to halt the planned construction in the park adding "It is more of a plebiscite, not a referendum[...] We have faced with such an issue for the first time."
Karakullukcu said, there was a provision for plebiscites in "Law on Municipalities" and municipalities could hold plebiscites from time to time.
Karakullukcu said, " I am against use of disproportional force. Police do not have such an authority[...]The state needs police, judges and prosecutors but the state itself can not be a police state."
