
WASHINGTON
The U.S. condemned Moscow on Wednesday after pro-Russian armed groups stormed and seized Ukrainian naval bases in the port of Sevastopol.
"The Russian military is directly responsible for any casualties," said Jay Carney, press secretary of the U.S. White House. "Whether they (Russian troops) be regular uniformed troops or irregulars without insignias."
Carney warned Russia of further sanctions and called on Moscow to have direct talks with the Ukrainian government as diplomacy "remains the only acceptable means of resolving this situation".
"We are prepared to impose further costs on Russia for its violation of Ukrainian sovereignty and territorial integrity," he said.
