The court in the northern Iraqi city of Irbil passed the sentence in absentia on al-Hashemi who is currently in Turkey.
Al-Hashemi and his aide were sentenced to death last September for their involvement in terrorist acts and running a death squad.
Interpol issued last May a worldwide alert for the arrest of the Iraqi vice president.
