Poland world’s most targeted country for cyberattacks in Q2 2025: Report
More than 450 incidents recorded, with government institutions and energy sector among most frequent targets

Poland has become the world’s top target for politically and socially motivated cyberattacks, with more than 450 incidents recorded in the second quarter of 2025, Polish broadcaster TVP World reported over the weekend, citing Spain’s Industrial Cybersecurity Center (ZIUR).
The report said Poland led the list of countries hit by hacktivism, or the use of computer hacking to achieve political or social goals, followed by Ukraine, the UK, France, Germany, the Netherlands, Finland, Lithuania, Romania and Israel.
Government institutions and the energy sector were among the most frequent targets, while entities supporting Ukraine were described as particularly vulnerable.
ZIUR’s previous first-quarter report warned of a “drastic increase” in cyberattacks against state bodies across Europe, noting pro-Russian groups as among the most active actors.
The center added that Europe accounted for the largest share of global hacktivist activity, with more than 2,500 successful denial-of-service attacks recorded between April and June.
