Ukrainian authorities say they plan to pursue Russia for economic losses from conflict with pro-Russian separatists

Ukraine keeping 'black book' of Russian 'war crimes'

 Ukraine is to detail alleged war crimes and calculate the costs of war damages from the conflict with pro-Russian separatists, an advisor to Ukrainian prime minister Danylo Lubkivsky has said.

Calling the tally the "Kremlin's Black Book," Lubkivsky warned Wednesday that Ukraine would hold Russia responsible for all its losses from the conflict.

Lubkivskyi said at a press briefing in the Ukrainian capital of Kiev: "Step by step, the Ukrainian central and local authorities will estimate the total value of losses. 

"Accurate numbers will follow, inevitably, just as the international condemnation of (Russian President Vladimir) Putin’s regime."

More than 5,000 people have been killed and up to 11,000 wounded as a result of the conflict as of early February 2015, Lubkivskyi said.

A total of 978,482 people were registered as internally displaced persons as of Feb. 2, 2015, after they fled from territories in Ukraine occupied by Russian troops, he said.

More than 103,000 people have requested medical help with 25,013 of them being hospitalized, Lubkivsky added. 

The Ukrainian official noted the conflict was costing Ukraine approximately $4 million a day and infrastructure had been devastated in the country, including 1,514 railway infrastructure facilities, 1,561 kilometers (970 miles) of public roads and 28 air traffic control facilities.

Conflict 'fomented'

Lubkivskyi said the rate of industrial production had dropped 10.7 percent in 2014, including a decline of 31.5 percent and 42 percent in the Donetsk and Luhansk regions, respectively. 

He noted that the losses of domestic iron and steel enterprises in 2014 were estimated at about $1.51 billion.

"No victim will be forgotten," the Ukrainian official insisted. "Putin's regime must be stopped."

Russia has accused the EU and U.S. of fomenting the conflict in Ukraine with an agenda of expanding the EU and also moving NATO forces to the borders of the Russian Federation.

U.S. private military "contractors" and special forces have also been rumored to be active in the conflict, according to local media.
