President of Syrian National Council (SNC), Abdulbasit Sida, has said that the only solution for blocking the Syrian government would be UNSC's decision to apply the 7th chapter of Charter of UN.
The president of SNC replied the questions of AA about the negotiations he held in Moscow last week, draft resolutions for Syria at the United Nations Security Council (UNSC), creation of transition government in Syria and the situation of the Kurdish opponents.
Sida stated that the meeting with Russian Foreign Minister Sergey Lavrov in Moscow went well and added, "Russia was giving positive signals however I was not sure. We were hoping that their perspectives over Syria was changed. After coming together with Lavrov, we realized that there were no changes. He wanted us to get in touch with the current regime, Al-Assad. We said that we will not do that and rejected it."
Sida stated that Russia needed to take an action which would calm the situation in Syria and said, "We told them that people in Syria are being killed by guns given by Russia, and Lavrov mentioned that they condemned it. They told us that there would not be new agreements with Syria for weapons."
Sida pointed that he was in touch with Arab League and United Nations joint special envoy for Syria Kofi Annan and their last negotiation was on July 14. Sida stated that the number of dead increased after Annan plan was released.
Sida explained that a committee from the Syrian National Council was getting prepared to visit New York for the UN General Assembly meeting in September and said that they would like to explain the situation in Syria and would like to forward Syrians' demands.
President of SNC Sida said that whatever the decision of UN was; they should consider deciding under the framework of 7th chapter of Charter of the UN.
He also mentioned that the government in Syria did not function, and said that they agreed to set up a transition government with the officials from the current government who did not take part in the massacre in Syria.
Sida highlighted that Al-Assad's regime tried to leave Kurdish citizens aside during the revolution process and said, "When a Kurdish youngster attends a protest, intelligence officers find that person and warn as saying, "go home, work for Kurdistan". In this way, they put a space between the opposition and the people for weakening the revolution. However, everybody is aware of this policy and it is not working."
President of SNC stated that Syrian people would continue their battle against the regime and they would not return from their way.
Charter of the UN is formed of 13 chapters. The 7th chapter of Charter of the United Nations says, "Action with respect to threats to the peace, breaches of the peace and acts of aggression."
The 7th chapter's articles 41 and 42 are the most focused charters in the context of Syrian crisis. Both articles can be only applied by the UNSC.
