Russian president instructs government to reduce population outflow abroad

MOSCOW

Russian President Vladimir Putin on Friday instructed the government to work out measures aimed at preventing population outflow abroad.

"In 2022, under the influence of changing socio-economic conditions, the migration outflow of the population of the Russian Federation abroad increased," read a decree published on the government portal.

In this regard, the decree added, it is necessary to take additional measures to create attractive financial, social and other mechanisms "for preserving human capital," reducing the outflow of the population of the Russian Federation abroad.

Simultaneously, in the same decree, Putin ordered to create conditions for the return of citizens, including those who lived in Donets, Luhansk, Zaporizhzhia, and Kherson regions.

The Russian leader also instructed the authorities to take measures to facilitate the successful adaptation of foreign citizens and their children in the Russian society.

The decree instructed the government to take measures aimed at preventing any form of discrimination against foreign citizens on the grounds of racial, social, national, or religious affiliation, their social exclusion, marginalization, and segregation.
