UN High Commissioner for Human Rights Navi Pillay said that the death toll was almost 70,000 in Syria.
Nearly 10,000 people could have been killed during the clashes in recent weeks in the country, she said during a meeting.
The lack of consensus on Syria and the resulting inaction in the UN Security Council has been disastrous and civilians on all sides have paid the price, she said.
Pillay repeated her call to the Council to carry the Syria issue to the International Criminal Court.
