China has set its target to “foster” emerging industries, science, and technology, as well as “greater self-reliance” for its upcoming five-year plan, a communique at the end of the fourth plenum of the 20th Central Committee of the Communist Party of China said on Thursday.

The communique has laid out Beijing’s targets for its 15th Five-Year Plan, between 2026 and 2030. The recommendations made by the fourth plenum will be placed before the National People's Congress, China's parliament, when it meets in March.

“We should achieve greater self-reliance and strength in science and technology and steer the development of new quality productive forces,” said the communique issued after the plenum, which began on Monday.

Noting that "uncertainties and unforeseen factors are rising," it, however, urged people to "maintain strategic resolve and enhance our confidence in success."

"We must proactively identify, respond to, and steer changes, demonstrate the courage and competence to carry forward our struggle, and dare to brave high winds, choppy waters, and even dangerous storms.

“We must seize the historic opportunity presented by the new round of technological revolution and industrial transformation to boost China's strength in education, science and technology, and human resources in a well-coordinated manner,” the communique added.
