The Department of Homeland Security claimed that Good, 37, attempted to hit officers with her vehicle, prompting an agent to fire in what officials described as an act of "self-defense."
Local officials disputed that account, with Minneapolis Mayor Jacob Frey saying he reviewed video footage of the shooting and rejected claims that it was justified, calling it a reckless use of force. He demanded federal immigration agents leave the city.

Releasing a joint statement on the incident, the Minneapolis City Council said Good was a resident whose “life was taken today at the hands of the federal government.”
“Anyone who kills someone in our city deserves to be arrested, investigated, and prosecuted to the fullest extent of the law,” said the council, demanding ICE “immediately leave our city so we can get rid of their chaos and violence that ended the life of one of our neighbors today.”
Meanwhile, hundreds of people gathered at a community vigil following the fatal shooting, CBS News reported.
The event was marked by visible grief and anger, with attendees voicing concern not only about Wednesday’s raid but also about a series of federal enforcement actions carried out across the Twin Cities over the past 40 days, according to the report.
NBC Chicago also reported that hundreds of people gathered in and around the city to protest the ICE shooting.
'Act of domestic terrorism'
Footage on social media showed an ICE agent standing in front of Good’s SUV as it moved forward, with the agent firing multiple shots.
"An officer of ours acted quickly and defensively, shot to protect himself and the people around him," Homeland Security Secretary Kristi Noem said in a statement, labeling the incident as "an act of domestic terrorism" and that the woman was hit and killed.
Homeland Security spokesperson Tricia McLaughlin wrote on US social media company X that ICE officers were conducting targeted operations when "rioters" began blocking them and "one of these violent rioters weaponized her vehicle."
An ICE officer "used his training and saved his own life and that of his fellow officers," she said, adding that officers injured in the incident were expected to make full recoveries.
But Gov. Tim Walz echoed the mayor's view, calling the Department of Homeland Security's account of the incident the product of "propaganda."
"The state will ensure there is a full, fair, and expeditious investigation to ensure accountability and justice," he wrote on X.
Mayor demands immigration officials' departure
Frey said he was aware of the shooting while accusing federal immigration enforcement agents of causing "chaos" in Minneapolis.
"We're demanding that ICE to leave the city immediately. We stand rock solid with our immigrant and refugee communities," Frey wrote on X.
Minneapolis Police Chief Brian O’Hara said Good, who was blocking the street, was not the target of any enforcement activity.
He told reporters that at least two shots were fired at Good after an officer approached her on foot and the vehicle began to drive off.
O’Hara said the scene was now held by the Minneapolis Police Department and the investigation was led jointly by the FBI and the Minnesota Bureau of Criminal Apprehension.
The Trump administration has deployed nearly 2,000 federal agents to Minnesota in an ongoing crackdown on undocumented immigration following allegations of fraudulent practices at some childcare centers after an unverified video circulated on social media.
Minnesota officials rejected the allegations, saying facilities had been inspected and are operating in compliance with state regulations.
