The Trump administration has proposed to Arab leaders a 21-point peace plan to end the Gaza war in an effort to resume diplomacy after months of stalled negotiations, according to media reports.

US Special Envoy Steve Witkoff said on Wednesday that he is “hopeful, and I might say even confident” that a breakthrough could come within days, following what he described as a “very productive session” between President Donald Trump, US officials, and regional leaders at the Concordia summit in New York.

The plan calls for the release of all hostages, a permanent ceasefire, governance of Gaza without Hamas, and a gradual withdrawal of Israeli forces, a source briefed on the talks said, according to CNN.

Arab leaders endorsed large portions but sought additions, including guarantees against West Bank annexation, maintaining Jerusalem’s status quo, increased humanitarian aid, and addressing Israeli settlements, regional diplomats told CNN.

Momentum builds following an Israeli strike in Doha that disrupted earlier indirect talks with Hamas. In meetings with Trump, Qatar offered to continue mediating if Israel agreed not to strike its territory again.

Secretary of State Marco Rubio urged urgency in talks, saying, “Time is running out.” European governments briefed on the plan said it could help curb Israeli annexation and bolster efforts to expand the Abraham Accords.

The leaders agreed to meet again with US officials this week to refine the proposal, CNN said.
