Eurogroup
Eurogroup will meet on Monday in Luxembourg. European Union institutions will brief the Eurogroup on the progress achieved by Greece in implementing the milestones agreed during the first review of Greece's economic adjustment program. The successful achievement of these milestones could open the way for the disbursement of €2.8 billion out of a total of €10.3 billion granted under the first review of the program (€7.5 billion of this overall sum was disbursed in June 2016).
The remaining milestones are related to privatization, energy sector reforms, establishment of a revenue agency and measures related to banking governance.
The Eurogroup will continue preparations for the annual discussion on euro area member states' draft budgetary plans for next year.
Competition
The European Parliament’s Committee on Economic and Monetary Affairs will hold a structured dialogue with Commissioner Margrethe Vestager. Vestager will discuss the Commission’s recently developed activities in the areas of aid, antitrust and mergers on Monday.
ECOFIN
Economic and Financial Affairs Council will meet in Luxembourg on Tuesday. The Council will discuss preparations for the upcoming United Nations Convention on Climate Change (UNFCCC), which will take place in Marrakesh on Nov. 7-18, 2016, and adopt conclusions on climate finance.
Ministers will be briefed on the outcome of the Eurogroup meeting of Oct. 10.
They will also be briefed on ongoing progress on improving the transparency and predictability of the stability and growth pact.
The European Commission will update the Council on the excessive deficit procedures for Portugal and Spain.
CETA
MEPs will debate the pros and cons of the Comprehensive Economic and Trade Agreement (CETA) between the EU and Canada on Wednesday with farmers, businesses and trade union representatives. CETA cannot enter into force without European Parliament approval.
Energy
Energy Union and security of gas supply will be discussed in the European Parliament’s Energy Committee. Plans to strengthen cooperation among member states to help each other in the event of a gas crisis, thus ensuring gas supply to households and essential services, along with the sharing of information on national energy supply deals to reach third parties, are up for a vote and amendment by the Energy Committee under two separate draft legislative resolutions.
JHA
The Justice and Home Affairs Council will meet in Luxembourg on Thursday and Friday. The Council will discuss the implementation of migration measures. The aim is to identify the main gaps and shortcomings and to make the appropriate recommendations to speed up processes. The Council will focus in particular on the state of play of relocation and resettlement, the calls for experts for EU agencies, the situation in Italy and Greece and the implementation of the EU-Turkey agreement.
Ministers will also assess the implementation of the European Border and Coast Guard and will briefly review IT measures related to border management.
