-Info exchange on energy agreements
The Transport, Telecommunications and Energy Council will gather in Luxemburg to agree a draft decision to set up an information exchange mechanism on energy agreements between member states and non-EU countries. Ministers will also have a policy debate on a draft regulation that seeks to safeguard the security of gas supplies by reducing the EU's dependence on external energy sources
-Emissions
Ministers will hold a policy debate on nitrogen oxide (NOx) emissions from diesel cars. The debate follows up on revelations that certain carmakers have used devices to cheat emissions tests indicating that NOx emissions are much higher on the road than in laboratory tests. The Council is expected to adopt mandates that will allow the Commission to launch negotiations on comprehensive air transport agreements with the Association of Southeast Asian Nations (ASEAN), the United Arab Emirates, Qatar and Turkey.
-Visa free discussions
A European Parliament plenary session will take place in Strasbourg this week. MEPs will debate the state of democracy in Turkey after 138 members of the Turkish parliament had their immunity lifted. MEP’s will also discuss visa-free travel for Turkish citizens as part of an arrangement for managing migration.
-European investment plan
The first results of the European Commission's €315 billion investment plan for Europe will be debated on Wednesday morning in the European Parliament with Commission Vice-President Jyrki Katainen.
-Panama Papers
Following the recent “Panama Papers” revelations about some 200,000 offshore letterbox companies, the MEPs will vote on the creation of an inquiry committee to investigate alleged contraventions and maladministration in the application of EU laws on money laundering, tax avoidance and tax evasion.
- Anti-tax avoidance
MEPs will give their opinion on the Commission's proposal for an anti-tax avoidance directive on Tuesday morning and vote on a resolution on Wednesday. The proposal aims to close loopholes used by corporate tax avoiders.
-Turkey and visa-free discussions
Justice and Home Affairs Council will meet in Luxemburg to discuss migration related issues. The ministers will exchange views on the implementation of the EU-Turkey statement and on the developments regarding the Central Mediterranean. The Council will also discuss visa liberalization in which the Commission presented proposals for Kosovo and Turkey in May and for Georgia and Ukraine in March and April respectively.
- Brussels Economic Forum
The 16th Brussels Economic Forum (BEF), the annual economic event of the European Commission, will be held in Brussels to bring together top European and international policymakers and opinion leaders as well as civil society and business leaders. The forum will focus on a deeper and fairer economic and monetary union, structural reforms, adjustment programs and investments.
ECB President Mario Draghi, member of EC in charge of Climate Action and Energy Miguel Arias Canete, EC in charge of Economic and Financial Affairs Pierre Moscovici and Greek Finance Minister Euclid Tsakalotos will participate in the event.
