The official Brexit negotiations between the U.K. and the EU will start on Monday. The European Commission's Chief Negotiator Michel Barnier and Secretary of State for Exiting the European Union David Davis will meet in Brussels to discuss outstanding Brexit issues. These will include the U.K.’s future access to the single market, financial liabilities, the free movement of British and EU citizens plus the future of the border between Northern Ireland and the Republic of Ireland.

EU’s Foreign Affairs Council will meet in Luxemburg on Monday. Foreign ministers will debate the external aspects of counter-terrorism, EU-NATO cooperation, the situation in Iraq, migration and the diplomatic crisis with Qatar in the Gulf region.

The Environment Council will gather in Luxemburg on Monday to discuss recent international developments on climate change. Ministers will reaffirm the EU Member States’ strong commitment to the Paris Agreement and the process for its full implementation.

The General Affairs Council will prepare for the European Council on June 22-23 by discussing draft conclusions on Tuesday. EU leaders will focus on migration, security and defense, jobs, growth and competitiveness and external relations. Ministers will discuss the state of play of Brexit negotiations, after the first round of talks with the U.K., which is expected to take place ahead of the Council meeting. On the margins of the meeting, ministers will discuss the procedure to decide on the relocation of two EU agencies currently based in the U.K. - the European Medicines Agency (EMA) and the European Banking Authority (EBA).

European Parliaments Foreign Affairs members of European Parliament (MEPs) will evaluate Turkey's progress on EU-related reforms in 2016 on Tuesday. They will decide whether to recommend suspending accession talks if Turkey intends to change the constitution in a way that erodes democratic checks and balances.

The International Trade Committee will vote on Tuesday on EU anti-dumping measures, designed to protect EU jobs and business from unfair external competition. The measures target countries where there are 'substantial market distortions', regardless of whether they have been granted market-economy status or not.

The European Council, known as the EU Leaders Summit, will meet in Brussels on Thursday and Friday. The Council will assess the implementation of measures taken to stem the migration flow on the Central Mediterranean route.

Leaders will also discuss developments on the Eastern Mediterranean route, the EU-Turkey statement and instruments created to tackle the root causes of migration.

In addition, the European Council will discuss the reform of the common European asylum system, including the principles of responsibility and solidarity.

The heads of state or government will review progress in the strengthening of EU cooperation on external security and defense. They will also take stock of where the EU stands in terms of internal security.

The European Council will meet on June 22 after a working dinner in an EU 27 format. They will review the latest developments in negotiations following the United Kingdom's Brexit notification.  On the margins of this meeting, leaders are expected to endorse the procedural arrangements for the relocation of EU agencies currently located in the U.K.

Turkish Economy Minister Nihat Zeybekci will visit Brussels on Friday where he will meet with the European Commission’s Vice-President Jyrki Katainen and Trade Commissioner Cecilia Malmström. They are expected to discuss upgrading the customs union between the EU and Turkey and issues concerning transportation.
