Bonn Climate Change Conference set to begin in Germany

Discussions focus on agenda for COP31, to be held in Türkiye on Nov. 9-20 under country's presidency and hosting, and on how summit could advance global climate action.

The Bonn Climate Change Conference will take place in Germany on June 8-18, bringing together negotiators to focus on climate finance, global adaptation goals, and preparations for the 31st UN Climate Change Conference (COP31).

The conference, organized under the UN Framework Convention on Climate Change (UNFCCC) Subsidiary Body for Implementation (SBI) and Subsidiary Body for Scientific and Technological Advice (SBSTA), will be hosted at the World Conference Center in Bonn.

More than 100 events will be held during the conference to review progress on efforts to tackle the climate crisis. Discussions will focus on climate finance, as well as adaptation and mitigation policies, along with updates on decisions taken at COP29 and COP30.

High-level dialogues will address the preparation of Biennial Transparency Reports (BTRs) under the Paris Agreement’s transparency framework, with countries sharing experience and discussing financing, data, and capacity needs, especially for developing countries.

A session, titled Implementation of the Baku to Belem 1.3 trillion dollar roadmap, will discuss steps to operationalize the New Collective Quantified Goal (NCQG) on climate finance agreed at COP29. Parties are expected to examine how to mobilize $1.3 trillion in annual climate finance to support climate action and adaptation in developing countries, including ways to leverage public and private funding and remove barriers to access.

Additionally, roadmaps prepared by Brazil's COP30 Presidency will be evaluated, aimed at stopping deforestation by 2030 and ensuring a fair, orderly, and equitable transition from fossil fuels in energy systems.

Daily coordination meetings of the G77 and China group will discuss common negotiating positions on climate finance, adaptation, and a just transition.

The role of oceans and mountain ecosystems in addressing climate change and capacity-building efforts are also among the key items on the conference agenda.

COP31 preparations on agenda at summit

Meetings will focus on preparations for the 31st UN Climate Change Conference (COP31), which will be held in Antalya on Nov. 9-20 under Türkiye's presidency and hosting, and on how the summit could contribute to global climate action.

In the first week of the conference, a session, titled COP31 Action Agenda: From Dialogue to Delivery, on June 9 is expected to hold initial discussions on the action agenda for the Antalya summit.

A second COP31-related session, COP31 Logistics Briefing, will be held on June 13, focusing on organizational preparations for the Antalya summit.

Another COP31-related meeting, Open-ended Consultations on COP31 Vision and Priorities, will be held on June 15 to discuss the conference’s priority agenda items.

The Bonn program also includes several side events linked to COP31 preparations. Negotiations on climate finance, the Global Goal on Adaptation (GGA), new nationally determined contributions (NDCs), the transition away from fossil fuels, and roadmaps to halt deforestation feature prominently in the context of COP31’s announced action agenda.

High-level Turkish participation

Minister of Environment, Urbanization and Climate Change and COP31 President Murat Kurum, COP31 CEO, Türkiye’s Chief Climate Negotiator and Deputy Minister Fatma Varank, deputy ministers Burak Demiralp and Omer Bulut, and High-Level Climate Champion Samed Agirbas will attend the summit on behalf of Türkiye.

The COP31 Presidency aims to contribute to progress in the early stages of COP31 negotiations, support work on draft negotiating texts, and advance the process toward decisions expected to be taken in Antalya under COP31.

The presidency will also outline how the Action Agenda process will work, including how consultations with parties will be conducted to gather feedback and build support.
