CAIRO (AA) – Egypt's interim President Adly Mansour has issued a decree to delegate the powers of declaring public mobilization to Defense Minister Abdel-Fattah al-Sisi as of early November.
Under Egyptian law, the President has the authority to declare public mobilization under law no. 87 of 1960.
In a Wednesday statement, Presidency spokesman Ihab Badawy said the same powers were delegated to al-Sisi by then president Mohamed Morsi last year.
He said that the new decree is linked to the expiry of last year's order.
Egypt has remained in a state of turmoil since the powerful military establishment ousted elected President Mohamed Morsi on July 3 after massive and well-coordinated demonstrations against his presidency.
The unconstitutional change of government is described by the ousted president's backers as a military coup, while supporters of the move call it a military-backed "popular uprising."
