The UN Security Council failed to agree on referring war crimes in Syria to the International Criminal Court.
Council members France, Britain, Luxembourg, Australia and South Korea issued a joint statement urging the Security Council to take concrete action on crimes against humanity in Syria.
"The Security Council must refer massacres in Syria to the ICC. All those who committed war crimes should be brought before justice," Mark Lyall Grant, Britain's permanent UN representative, told the council meeting.
