An international legal team representing Palestinian victims said it plans to submit a complaint to the International Criminal Court (ICC) alleging war crimes and crimes against humanity committed against Palestinian detainees.
According to a press statement issued in The Hague on April 15, the legal team is set to submit the complaint to the Office of the Prosecutor on Friday as part of efforts to document and pursue accountability for serious violations of international humanitarian law.
The statement was issued on behalf of an international legal team representing Palestinian victims before the ICC.
The complaint focuses specifically on alleged abuses against Palestinian prisoners and detainees who, the lawyers argue, are subjected to treatment that violates fundamental norms of international law.
The legal team seeks to draw the ICC’s attention to what it describes as the “systematic nature” and “grave severity” of these violations, placing them within the court’s jurisdiction.
The filing also raises concerns over a recently approved Israeli law concerning the application of the death penalty to Palestinian prisoners.
The statement said the law, passed by the Knesset on March 30, 2026, allegedly fails to meet internationally recognized standards of fair trial guarantees.
According to the lawyers, the legislation fundamentally contradicts Israel’s obligations under international law and effectively constitutes a legal framework enabling extrajudicial executions.
The complaint also points to potential individual criminal responsibility for those involved in drafting and adopting the law, citing Article 25 of the Rome Statute, which establishes liability for individuals who contribute to the planning, incitement, or enactment of international crimes even if they are not directly involved in their execution.
In addition, the lawyers warn that the law poses a serious threat to fundamental principles such as the presumption of innocence, fair trial guarantees, and the inherent right to life.
Despite political and procedural challenges, the legal team reaffirmed their commitment to pursuing justice for victims, stressing that international justice remains a crucial mechanism to achieve accountability and combat impunity.
