Kalyon - Turkerler Wind Energy Generation Company applied Tuesday for a wind plant pre-license for 1,000 megawatts of capacity, Energy Market Regulatory Authority (EMRA) officials told Anadolu Agency.
The Kalyon-Turkerler-Siemens consortium, which won the winning bid for the first Renewable Energy Resources Zones (YEKA) wind energy tender in August 2017, offered the best price with $3.48 per megawatt hour.
The Kalyon and Turkerler companies, as the power plant investors, established the Kalyon-Turkerler Wind Energy Generation Company while Siemens took on the responsibility of constructing a turbine factory in the Aegean city of Izmir.
The Kalyon - Turkerler Wind Energy Generation Company applied Tuesday for five pre-licenses for the installation of 1,000 megawatts in five different regions in Turkey.
The company will develop 406 megawatts in Kirklareli, 294 megawatts in the Thrace region, 160 megawatts in Sivas-Kangal, 90 megawatts in Sivas-Gurun and 50 megawatts in the Eskisehir province located in the Central Anatolian region.
As stipulated in the YEKA wind tender, following the approval of the pre-licenses by EMRA, Siemens has until December 2019 to complete the construction of the turbine factory.
Once the turbine factory starts production, the company will apply for a license to begin construction of the wind plants. Upon construction completion, the plants will start generating electricity and become grid connected. The company is obliged to generate 1,000 megawatts of wind capacity within 36 months following the start-up of the turbine factory.
The company will sell the electricity generated from the plant to Turkey's Energy and Natural Resources Ministry for 15 years in line with the purchase agreement signed between the company and the ministry in February 2018.
Furthermore, the company is in negotiations with local and international banks to secure financing of around $700-800 million for the investment that is anticipated to cost approx. $1 billion. Financial closure is targeted for the first half of next year.
In line with the tender specifications, equipment for the plant has to constitute 65 percent domestic production.
