The legislative proposal to discontinue the current system of bi-annual clock changes between so-called summer time and winter time will be up for a vote in the European Parliament’s Transport and Tourism Committee on Monday.
Also on Monday, the Foreign Affairs Committee and Development Committee will vote on a proposal to set up a Neighborhood, Development and International Cooperation Instrument (), to combine most existing EU funds for EU external policy. The Commission proposed a budget of €89.2 billion for this new instrument, which is expected to cover the 2021-2027 budgetary term.
The Transport, Telecommunications and Energy Council will gather on Monday in Brussels where member states’ energy ministers will be invited to adopt a general approach on a regulation on the labeling of tires. This initiative aims to offer consumers more information on fuel efficiency, safety noise of tires placed on the market.
The EU presidency will also update ministers on the state of play of the gas directive - a political agreement on extending EU rules to gas pipelines going to and coming from third countries.
The Environment Council will meet in Brussels on Tuesday. Ministers will be invited to agree on a general approach on a drinking water directive. The Council will hold a live policy debate on the Commission Communication on A Clean Planet for all: a strategic long-term vision for a climate neutral economy.
The EU-Georgia Association Council will meet in Brussels on Tuesday. The Association Council will take stock of progress in the implementation of the EU-Georgia association agreement, including the deep and comprehensive free trade area (DCFTA). The Council will discuss political developments in Georgia, including the recent presidential elections and the government’s reform agenda.
The Justice and Home Affairs Council will gather in Brussels on Thursday and Friday. Home affairs ministers will be briefed on the progress of negotiations with the Parliament on the European Border and Coast Guard regulation. Ministers will receive an update on the state of play of the reform of the common European asylum system. They will also exchange views on EU cooperation with third countries in the context of migration. Ministers will be updated by the presidency on the state of play on securing free and fair elections and countering disinformation.
Justice ministers will take stock of progress on negotiations with Parliament on the whistle-blower protection directive. Ministers will be updated on the most recent steps taken in the implementation of the EU prosecutor – the establishment of a European Public Prosecutor's Office to investigate and prosecute crimes affecting the EU budget.
