Brussels briefing, Jan. 15

The European Commissioner in charge of the Digital Economy and Society Mariya Gabriel will hold a news conference after the high-level expert group meeting on Fake News on Monday in Brussels.

The High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC Federica Mogherini will receive Adel Al-Jubeir, the foreign affairs minister of Saudi Arabia and Nasr Al-Hariri, the head of Syria’s Negotiation Commission on Monday in Brussels.

The European Parliament’s plenary sessions will take place in Strasbourg this week.

Members of the European Parliament (MEPs) will debate the outcome of the Dec. 14 and 15 meeting of EU leaders with European Council President Donald Tusk on Tuesday morning and will share their positions on the Brexit negotiations, migration, defense cooperation and Eurozone reform.

European Commission President Jean-Claude Juncker will address the plenary of the European Parliament on the conclusions of the European Council in December and the conclusion of the Estonian Presidency of the Council of the EU on Tuesday in Strazbourg.

Bulgaria’s Prime Minister Boyko Borissov will present the incoming EU Council Presidency priorities to MEPs on Wednesday.

Up for debate on Monday are draft laws on energy efficiency that proposes to cut energy consumption by 40 percent from 2005 levels by 2030. Also included are renewables and the governance of the Energy Union. The share from renewables, and cleaner fuel sources needs to rise from 27 percent to 35 percent to meet this aim. A vote on whether or not to start negotiations with ministers will follow on Wednesday.

MEPS will debate on Wednesday the influence of Russian propaganda on EU countries and its alleged attempts to influence elections in some EU countries through misinformation.

In order to prevent authoritarian regimes from spying on their own citizens, an extension of EU export controls on cyber-surveillance tools, such as devices to intercept mobile phones, hack into computers, circumvent passwords or identify internet users, possibly used for human rights violations, is up for a debate on Tuesday and a vote on Wednesday.

Member of the EC in charge of Climate Action and Energy Miguel Arias Canete will deliver a keynote speech at the 531st Plenary Session of the European Economic and Social Committee on The Climate Finance Pact on Wednesday in Brussels.

Sabancı University will organize a panel in Brussels on Wednesday on The Non-State Actors in EU-Turkey relationships on Wednesday in Brussels. 

The Military Committee, NATO’s highest military authority, will meet with the Chiefs of Defense session on Tuesday and Wednesday at NATO Headquarters in Brussels.
