  • 11:28   (POL) TURKISH GVT FORESEES AMENDMENTS TO 22 ARTICLES OF CONSTITUTION
  • The Turkish government envisages amendments to 22 articles of the Constitution.
       Members of the ruling Justice & Development (AK) Party are visiting the opposition parties, the Republican People's Party (CHP), the Nationalist Movement Party (MHP) and the Peace and Democracy Party (BDP), to submit the constitutional amendment bill.
       The bill includes amendments to 22 articles of the constitution_ the articles 10, 20, 23, 41, 53, 69, 74, 84, 94, 125, 128, 129, 144, 145, 146, 147, 148, 149, 156 and 159.
       The bill also envisions abolishing the provisional article 15 of the constitution which does not allow trial of the members of the Council of National Security formed after the military intervention on September 12, 1980.
       The mentioned articles regulate equality before the law; privacy of individual life; freedom of residence and movement; protection of the family; right to collective bargaining; principles to be observed by political parties; right to petition; loss of membership of a deputy; bureau of the assembly of the Turkish parliament; recourse to judicial review, general principles regarding provisions relating to public servants; duties and responsibilities, and guarantees during disciplinary proceedings regarding public servants; supervision of judges and public prosecutors; military justice; the organization of the Constitutional Court; termination of membership of Constitutional Court; functions and powers of the Constitutional Court; functioning and trial procedure of the Constitutional Court; military high court of appeals; and Supreme Council of Judges and Public Prosecutors.

  • 11:14   (ECO) TURKISH BANKS GIVE 285.5 BLN USD OF LOAN IN 2009
  • Turkish banks granted 285.5 billion USD (428.3 billion TL) of loans in 2009.
       According to the data of the Central Bank of Turkey, the loans Turkish banks granted were up 2.8 percent year-on-year in 2009.
       The banks lent 277.8 billion USD (416.7 billion TL) of loans in 2008.
       The share of private banks in total loans granted in Turkey was down to 78.3 percent from 81.7 percent in 2009.
       Turkey's state banks, Vakiflar Bankasi, Ziraat Bankasi and Halk Bankasi, gave 61.9 billion USD (92.9 billion TL) of loans whereas private banks granted 223.5 billion USD (335.3 billion TL) of loans in 2009.
       These figures were 50.8 billion USD (76.2 billion TL) and 227 billion USD (340.5 billion TL) in 2008 respectively.
       Thus, the loans of state banks were up 21.9 percent, whereas the loans of private banks were down 1.5 percent year-on-year in 2009.
       Istanbul had a lions share in bank loans in 2009, getting 48.4 percent of total loans, in other words 138.2 billion USD (207.4 billion TL) of loans.
       Ankara followed Istanbul with 39.4 billion USD (59.2 billion TL) of loans, and the Aegean province of Izmir was the third in bank loans with 14.7 billion USD (22.1 billion TL) of loans.
       According to Central Bank's data, loans granted to Istanbul were down in 2009 over 2008, whereas those given to Ankara and Izmir were up.

  • 10:57   (GEN) TURKEY'S AEGEAN COASTAL TOWN BECOMES CENTER OF SPORTIVE FISHING
  • Turkey's Aegean coastal town of Cesme, one of the most popular tourist destinations in the country, has recently become the center of "sportive fishing" events.
       Amateur fishers from various countries such as Italy, Croatia, Greece and Germany have been attending the "sportive fishing tournaments" organized in Cesme-Alacati, officials said on Monday.
       Speaking to AA, Murat Egriboz, an official from the organizer tourism agency, said Monday that amateur sportive fishing, which was a sports branch popular in many countries, had many followers in Turkey as well.
       "We started our activities in this area in 2007 with 18 boats. In our second year, the number of boats rose up to 44, and last year, we reached 55 boats," Egriboz said.
       Commenting on the sportive fishing tournaments, Egriboz's business partner Ilknur Icingir said that participants got into a struggle with both each other and the fish they hunted during the competitions.
       "Competitors try to hunt tuna, swordfish, needlefish, toric and bonito off Alacati. They cannot get any points for the fish weighing below 20 kg. Tuna and swordfish are the ones that bring the highest points as they are the hardest to clash with. Fish that do not meet certain criteria are released back to the sea," Icingir said.

  • 10:54   (ECO) TURKEY'S LEADING GSM OPERATOR BRINGS 3G TECHNOLOGY TO MANY PLACES
  • Turkey's leading GSM operator said on Monday that it had brought 3G technology to many settlements throughout the country.
       GSM operator "Turkcell" had brought the 3G technology to all settlements with over 20,000 population, a company executive said.
       "We have established more base stations in the first six months after we launched the 3G technology than the base stations we established for 2G technology in six years," Ilter Terzioglu, deputy director general of the company for network operations, told AA correspondent.
       3G technology was launched in Turkey on July 30, 2009. 3G is a wireless industry term for a collection of international standards and technologies aimed at increasing efficiency and improving the performance of mobile wireless networks.
       Services offered by 3G technology include wide-area wireless voice telephone, video calls, and wireless data, all in a mobile environment. Compared to 2G and 2.5G services, 3G allows simultaneous use of speech and data services and higher data rates. Thus, 3G networks enable network operators to offer users a wider range of more advanced services while achieving greater network capacity through improved spectral efficiency.
       "Turkcell's 3G technology reached 72 percent of the total population by the end of 2009," Terzioglu said.
       Terzioglu said Turkey sold almost 300,000 3G VINN modems and netbook/notebooks between August 1 and December 31, 2009.
       "We had 65 percent market share in this period," Terzioglu said.
       Terzioglu also said Sur town of the southeastern province of Diyarbakir was the place where people made video calls.
       GSM-based mobile communication started in Turkey when Turkcell started its operations in February 1994. Turkcell signed a 25-year GSM license contract on April 27, 1998 with the Ministry of Transportation of Turkey. Since then, it has continuously increased the variety of its services based on mobile audio and data communication, its quality levels and as a result, number of subscribers.
       As of December 31, 2009, Turkcell has made 7.6 billion US dollars worth of investment (including 2G and 3G licenses) in Turkey. Again as of December 31, 2009, with its 35.4 million subscribers, Turkcell is not only the leading operator in Turkey, but is also the third biggest GSM operator in Europe in terms of subscriber numbers.
       Turkcell's shares have been traded on Istanbul Stock Exchange (IMKB) and New York Stock Exchange (NYSE) since July 11, 2000 and it is the first and only Turkish company ever to be listed on NYSE.

  • Around 300 investors and financiers all around the world will converge in Istanbul in April.
       The European Business Angels Network (EBAN) will hold its annual congress at Istanbul's WOW Hotel on April 15-16.
       This will be the first time an EBAN congress will take place in Turkey.
       The tenth annual congress of EBAN will bring together members of biggest investment and finance organizations in Europe.
       With the title of "A cross-road for continents, cultures and early stage investors", this year's event will be hosted by the Middle East Technical University's Technopolis' business angel network (METUTECH-BAN).
       The event aims to share best practices, raise awareness and build relations among thousands of investors and other financial actors involved in closing the equity gap and interested in collaborating and investing together.
       Germany, Italy, France, Portugal, Netherlands and Spain have hosted the congress since 2000.

  • Share of foreign investors in the Istanbul Stock Exchange increased to 66.29 percent.
       Central Registry Institution figures revealed that as of March 19, foreign investors owned 53.72 percent of the shares transacted at the Istanbul Stock Exchange with the total market value reaching 66.29 percent.
       The number of shares owned by foreign investors is 14,950,763,617 with a total value of 86.1 billion TL. (1 USD = 1.54 TL)

  • Turkish shares fell at the opening on Monday.
       National-100 index, the benchmark index of the Istanbul Stock Exchange (IMKB), dropped 340.34 points over Friday's closing, and it opened at 53,096.62 points in the first session.
       Shares lost 0.64 percent in value.
       IMKB National 100 Index closed at 53,436.96 points on Friday.

  • 09:27   (ECO) TURKISH FINANCE MINISTER SAYS TURKEY STILL NEEDS REFORMS
  • The Turkish finance minister said on Sunday that Turkey still needed to carry out a series of reforms.
       Meeting with a group of Turkish businessmen in the French city of Orleon, Turkish Finance Minister Mehmet Simsek said, "once Turkey implements these reforms, it will grow faster and investments will get more valuable".
       Pointing to the major political and economic transformation process Turkey had gone through lately, Simsek said, "Turkey has made a remarkable progress in becoming a more prestigious and effective political and economic actor by activating its potential which was once only written on paper".
       Describing Turkey's objective of becoming one of the top 10 economies of the world and top 3 economies in Europe in the next 30-40 years, Simsek said such goal was a realistic estimation.
       Simsek said his country had a dynamic and young population which provided it a significant position in the long term.
       Noting that the reforms carried out recently made Turkey stronger and more competitive, Simsek said reforms would continue and the country would preserve its unity and political stability.
       Commenting on the importance of competitiveness, the finance minister said foreign investments strengthened Turkey's performance as well as its competition environment.
       Simsek also said that Turkey caught up with Europe in many areas thanks to the numerous reforms it had implemented.
       After completing his talks in France, Simsek is expected to return to Turkey on Monday.

  • Nevruz was celebrated throughout Turkey on Sunday.
       People gathered at Kazlicesme Square in Istanbul to celebrate Nevruz, the beginning of spring.
       Members of political parties and non-governmental organizations also participated in celebrations in Istanbul.
       People lit Nevruz fire, sang songs, performed folkloric dances, set peace pigeons free to mark the Nevruz.
       The southeastern province of Diyarbakir was another place where Nevruz was celebrated.
       Speaking in the celebrations in Diyarbakir, Selahattin Demirtas, chairman of the Peace and Democracy Party (BDP), said his party was backing a democratic solution and peace.
       "This nation is ready for peace," Demirtas also said.
       Nevruz, the world's oldest festival which is celebrated by festivities under various names in many communities, is being celebrated in the Turkish World as "the exit of Turks from Ergenekon" and "the beginning of the new year in Turkish calendar with 12 zodiac divisions represented by animals" since 5000 years.
       Some accept this day as the day God created Earth, some as the day Prophet Noah stepped on Earth after the Flood. Some accepts it as the day first human-being is created, and some as the messenger of Spring.
       All dwellings are cleaned for the Nevruz which is believed to be the day when everyone's fate is determined and the day when all diseases, evil, misfortunes, and troubles disappear. Various games are played, and special meals are cooked to mark the Nevruz. After eating the meal together, people exchange greetings with each other for a happy new year. Then, they visit graves of their beloved ones. Those who offended to each other, are reconciled. People extend a helping hand to the poor, the forlorn, and the elderly. Young people wishing their dreams to come true, jump over a Nevruz Fire.
       In accordance with a common belief in the Turkish World, Nevruz is considered as the day when the Gokturks departed from Ergenekon and obtained their independence. In Ergenekon Epic of Ebulgazi Bahadir Khan's famous work named "Secere-i Turk" (Genealogy of Turks), it was told that the Turks who had to live in a valley surrounded by high mountains for 400 years, left the valley when spring started, returned to their homeland, and gained their independence. Therefore, March 21 symbolizes the independence day.
       During Nevruz celebrations, especially the Turks living in Central Asia, read out Ergenekon Epic to express the importance of Nevruz to the new generations.
       According to another belief, March 21, the beginning of the 12-animal Turkish Calendar, symbolizes refreshment of the nature, and beginning of spring. Snowdrops which bloom in these days, are called as "Nevruz Flower". Babies who are born in Nevruz, are given the first name of Nevruz.

  • 09:14   (DIP) TURKEY'S FOREIGN MINISTER ATTENDS INTERNATIONAL DONORS CONFERENCE FOR DARFUR
  • An international donors conference in Egyptian capital Cairo raised 850 million USD for projects on water, health care, housing, education and rural development in Darfur, Sudan.
       The one-day conference was organized by 57-nation Organization of the Islamic Conference (OIC) and co-chaired by Turkey and Egypt. Representatives from the United States, European nations, UN agencies and aid groups were also in attendance at the conference.
       Turkey's Foreign Minister Ahmet Davutoglu said following the conference, "today's conference was very successful. We think that the international community cannot remain indifferent in the face of developments in Darfur. We should ensure a political compromise between Sudanese government and the groups in Darfur. Then, a comprehensive peace deal will be discussed. We attach great importance to stability, peace and prosperity of Sudan since it is one of the biggest countries in the African continent," he said.
       Referring to upcoming election in Sudan in April, Davutoglu said, "we will extend full support to the election. We believe that a democratic and transparent election will make significant contribution to the political process in the country."
       Davutoglu said that Turkey had donated some 150 million USD to Darfur so far. "We will provide some 70 million USD in the future. We will maintain our support to Sudanese people."
       Upon a question about Jerusalem, Davutoglu said, "we consider Jerusalem as a heritage for whole humanity. We attach great importance to preservation of Jerusalem's cultural identity as well as Muslim places especially al Aqsa Mosque atop Temple Mount."
       During the conference, the biggest donors were Brazil, the Islamic Bank for Development, Qatar and Turkey. Other countries pledged hundreds of millions of dollars to finance development projects.
       The fighting in Darfur, which began with a 2003 rebellion by groups accusing the government of neglecting the western province, has come to an end past year and peace talks are under way in the Gulf state of Qatar. Many of those displaced, however, are still living in camps and their future is one of the central unresolved issues. An estimated 300,000 people lost their lives to violence, disease and displacement.

  • 09:12   (DIP) OIC SECRETARY-GENERAL TO VISIT PAKISTAN
  • The secretary-general of the 57-nation Organization of the Islamic Conference (OIC) will pay a visit to Pakistan.
       Ekmeleddin Ihsanoglu will be awarded with the state medal of Pakistan by Pakistani President Asif Ali Zardari on the anniversary of Pakistan's independence on March 23 for his efforts to find a solution to the Kashmir issue.
       The insignia "Hilal-i Pakistan" is the biggest national order in Pakistan bestowed to civilians.
       During his two-day stay in Pakistan, Ihsanoglu will also visit Swat region.
       He is set to attend ground-breaking ceremony for a school to be built by the OIC in the village of Kanju for young girls.

  • 09:11   (DIP) TURKEY, EGYPT SHOULD BOOST COOPERATION IN AVIATION, MINISTER
  • The Turkish foreign minister said on Sunday that Turkey and Egypt should boost cooperation in air transportation.
       Turkey's Foreign Minister Ahmet Davutoglu met Egyptian Minister of Civil Aviation Ahmed Shafiq in Cairo.
       Davutoglu was in the Egyptian capital to participate in International Darfur Donors' Conference.
       During the meeting, Davutoglu said Turkey and Egypt should increase air transportation, which he thought would-be an important step for economic integration of the two countries.
       Davutoglu said an air corridor should be established between Alexandria and Turkey.
       "It is important for the two countries to be complementary of each other, not rivals," Davutoglu also said.
       The conference raised 850 million USD for Darfur projects.
